Why would he disingenuously assume that only blacks would behave in such a manner? Because he was the only non-black on the bus? Because he was the only one brave enough to speak up? Because of the other incident (which I'll confess I haven't read)?
The "Is this some black thing that I don’t understand" is just his passive aggressive way of bolstering his fractured ego. Unfortunately for him, his comment shows that he's one white thing I do understand.

I think he was talking about why was he the only one on the bus to speak out against the way the lady was treating her children. None of the other passengers, who were black, did anything. That is why I said earlier that this could not go down in any non caribbean or african country because someone would speak out.

huh??
this guy is clearly racist and arrogant....
he is musing as to whether child abuse & the acceptance of it is "a black thing"...
shows his ignorance & arrogance by threatening to call the police & is perplexed by the woman's reaction to his unmitigated gall;
i'm pretty sure the woman was not killing the child, am pretty sure some of us got a whipping as a child & no one thought of calling police (although real abuse is a different story)...
he is simply trying to exercise his "white man's burden" of spreading 'civilization---
and saving the natives/savages from their hopeless backwardness...
i have to agree with nunya's previous post
